Preheat oven to 375 degrees.
Mix dry ingredients in a large bowl. Set aside.
Mix wet ingredients in a bowl.
Pour into dry ingredients and stir until blended.
Fold in raisins and orange zest, if desired.
Use about 2 tbsp of dough per cookie and spoon onto a cookie sheet (I use a small ice cream scoop).
Bake for 12 minutes, or until golden brown.
Cool on a wire rack.
